Seal Beach sits at three heights, and the height decides the base. Old Town and Surfside are a few feet above the tide on beach sand, the Hill is the one rise in town, and Leisure World is flat.
On the sand side water comes up before it comes down. A slab on Ocean Avenue or Seal Way sits over a water table a king tide lifts, and sand that is wet from below never compacts, so a base laid on a damp morning ends the day as loose as it started. That is why the older aprons and walks in Old Town have dropped at one edge, and why a patio poured straight on the sand behind a cottage on the numbered streets rocks within a few winters. The Hill drains the other way.
So on the sand and the flat the ground is dried before it is compacted. We open the subgrade, let it drain on a dry day, compact it in lifts and lay 4 inches of crushed rock over it, then pour on the day the base passes. On the Hill the sand is firm and the job goes straight to the base. In every part of town the steel sits 3 inches above the ground and the slab is sealed at 28 days, because the salt at the pier reaches College Park on the afternoon wind as it reaches our own street.
Seal Beach is a beach town on one side of the Naval Weapons Station and a retirement community and a 1960s tract on the other, and the work follows that split. Old Town wants its alley apron and front walk, the rest a patio or a carport floor.
A drive in Seal Beach is an alley apron in Old Town and a front drive on the Hill and in College Park, and both are replaced whole rather than patched. We dry the sand, compact it, lay 4 inches of crushed rock and pour 4 inches under cars, 5 where a pickup parks.
A patio behind an Old Town house is reached through the house or over the side wall, so it is pumped from the alley. We pour 4 inches on a dried and compacted base, isolate it from the house slab and fall it to the side yard, because a lot 25 feet wide has nowhere else for water.
Stamped work in Seal Beach goes on the Hill and in College Park, where a front patio or a drive faces the street. The pattern is cast into 4 inches, colored in the mix rather than on top and sealed at 28 days, because a topical color near the surf fades in its first year.
The front walk is the only concrete an Old Town lot shows the street, and the public strip beyond it is the city's. We replace the walk to the porch and the public panel under one encroachment permit, doweled into the neighbor's panel so the joint stays flush rather than lifting.
Garage floors in Old Town were poured with the alley-loaded garages in the 1950s and 1960s, thin and straight on the sand, and the ones that have dropped are replaced, not leveled. We pour 4 inches over a compacted base and a vapor barrier, because a garage by the beach sweats.
Exposed aggregate suits a beach lot because it hides the sand and salt that show on a smooth broom finish. We wash the stone proud the same afternoon, saw the joints to suit the lot and seal at 28 days, and it reads as one surface on a deck and a front walk.
The Hill is the one part of Seal Beach with a slope, and the lots along its edge above Pacific Coast Highway hold their yards with a wall. We footing a wall there 18 inches into the firm sand under the topsoil, drain behind the stem to daylight and cap it level.
Interior floors here go into the two-story rebuilds in Old Town and the additions on the Hill, poured over a vapor barrier, because sand a few feet above the tide is wet sand. We trowel the slab to take tile and hide the joints where a wall will stand.
The crew takes Pacific Coast Highway north through Sunset Beach and over the bridge at Anaheim Bay into Old Town, about 8 miles, or the 405 to Seal Beach Boulevard for Leisure World and College Park East. Permits come from the Building Division at Seal Beach City Hall on Eighth Street, a block off Main Street, and the alley apron, the parkway and the public walk take an encroachment permit from the city's Public Works Department too. We file both and meet the inspector.
Old Town runs from the pier to the San Gabriel River on lots 25 feet wide and 117 feet deep, reached from the alley behind, with the garage at the back and the front walk the only concrete facing the street. Half the cottages have been replaced by a two-story house that fills the lot. The Hill, above Pacific Coast Highway, was built in the 1950s and 1960s on wider lots with a front drive, and College Park East went up in the same years off Lampson Avenue on one plan.
Leisure World is a city inside the city, built in 1962 behind its own gates off Seal Beach Boulevard, and a slab there answers to the Mutual that owns the building before it answers to the city. Carport floors, walkway panels and patio slabs are the work, the approval is written by the Mutual and the permit by the city, and the crew keeps to the hours the gate allows. We have poured on every side of the Weapons Station, and in all of them concrete near the surf gets sealed.
Four steps on a lot in Seal Beach, from the first visit to the day the cars go back on. The measure and the written estimate come first and cost nothing, and the base is not laid until the ground is dry.

Access, before area. In Old Town the mixer parks in the alley and the slab is right there, but a patio behind a house that fills its lot is reached through the house or over a wall, and a line pump goes on the estimate. Inside Leisure World the gate sets the hours. After that the thickness and the finish move it. Every estimate is measured and written on site, so every one of those is a line you can read.
Not for a patio, a walk or a drive replaced inside your lot line. The alley apron, the parkway and the public walk are city right-of-way and take an encroachment permit from Public Works, and a wall over 4 feet or a slab under a roof takes a building permit from the Building Division at City Hall on Eighth Street. A Leisure World job also needs its Mutual's written approval. We file all of it.

Yes, from underneath. The streets between Ocean Avenue and Electric Avenue are a few feet above the water table, and a high tide raises it under the sand. Wet sand will not compact, so the base is laid on a dry day at a low tide, the subgrade is compacted in lifts and 4 inches of crushed rock goes over it. A slab built that way sits still while the one next door, poured on damp sand, drops at its edge.
Two to four working days on site, and a car stays off it for a week. In Old Town the apron is small and the tear-out and base are one day, the pour is the next morning and the joints are sawn that afternoon. The alley stays open, since the mixer parks and leaves. Walk on it after 24 to 48 hours, park after 7 days, and keep a trailer or a boat off it for 28.
Sunset Beach and Huntington Harbor are our own city, so the strand from the pier south is home ground. Across the bay we cover Westminster and Los Alamitos, and Rossmoor comes under Los Alamitos on our list though the county permits it. Long Beach, over the San Gabriel River, is not on the list.
